REPORT ON ORDINANCE NO.6 OF 1898.
I have examined the accompanying Ordinance, en-
An Ordinance to amend The Hong-Kong and Shanghai Bank Ordinance Amendment Ordinance, 1882",
and I am of opinion that the Ordinance is one which is not
contrary to the Governor's Instructions.
It is true that the Ordinance falls within
the class mentioned in clause 5 of No.22 of the Instructions
to the Governor, dated the 19th. January, 1888, but the sanction
of the Secretary of State was obtained by telegram, before the
introduction of the Bill into the Legislative Council and the
Governor was satisfied that urgent necessity existed for such
an amendment of the law being brought into immediate operation,
As directed by the Secretary of State, the Or- dinance is to be in force only for one year. Before the expi-
ration of that year, it would seem desirable to settle, on some definite basis, the limit to be allowed as regards the issue,
by the Bank, of Notes payable to bearer on demand.
